Probably it is a humidity problem by dehumidifying the room where your printer was to 45-50% humidity and bring the room to about 18-20°c. What you can then try is to lay the sheets out on a table overnight so that it can acclimatize to your space and then start printing. This often solves a lot of problems.

I have been printing my own decals an working with them for over 25 years now and I have to say that this paper has left me very disappointed.
It does not work on my Laserjet Pro M452 (using original toner and setting Photo paper), I get a vertical smudge at the right side from top to bottom, on top of that, the film carrier does not seem to settle with the toner, the toner/carrier just breaks apart in the water.

I have used 8 micron decal paper from other manufacturer without issues, I know how these decals work and a workaround to solve the issue was to apply a light coat of gloss varnish (Mr Color GX100) to save some of the decals printed, however, it does seem that the paper is just incompatible with this model printer, printed on normal paper, no problem, printed with other 3 different decal papers (all also blue backing) no problem... I just thought I found a closer shop to buy my decal papers from... Such a pity!
